MBP 13" speaker question

hi
i always put my speaker silent before i shut down but every time i turn on my macbook the speaker is not silent anymore
is this supposed to be happening?

Afaik: yes. It would make sense to set up certain default values for system sounds and chimes when freshly starting up, imo.
