The corporations that own movies and TV shows are reluctant to give up their current revenue stream. They are not licensing this content for streaming/download until after they have captured enough revenue from what they view as more lucrative distribution channels.
Netflix, amazon, hulu, apple, etc... they would all love to offer every movie and TV show ever made. The problem is, getting the licensing worked out. Studios are afraid that they'll lose control of the industry to these streaming companies in the same way that the major music labels lost control of their industry.
