The problem is you are trying to predict something based on precedence and logic. While that might work for accounting models, we are talking local politics. Logic often doesn't come to play - instead it's a combination of local issues, opinions and personality. Unless you have experience with
those things your other experience is pretty irrelevant. Not totally, mind you - but not as valuable as you would like to think.
