Sounds perfectly reasonable to me: buying into both software and hardware updates could be in a state of flux while Samsung sorts out the mess it's got itself into.
Still, why would people dump phones early. Android App Stores can support multiple Vendors phones. There will be plenty of phones to run your purchases on. ( and I'm an iPhone guy)
You would think there would be a spike in sales of the flagship Samsung phones before the inevitable ban hammer comes. The judge won't take them away or force too many major changes.... If you like Samsung's kit, grab it now?
Or maybe people are dumping older phones to fund a grab for one more upgrade to the models Apple is going to get banned. Frankly, just wait... Once the ban hammer hits these will all "double" in price while Samsung goes back to the drawing board and people need replacements for damaged ones.
