I have a Problem regardig apple account balance !!

hello everyone,
I have a problem regarding my apple account balance. I need to change the country I live in in order to change the cridet card information, but in order to do so I have to spend all my balance to change the country or else it would not accept. But I have 0.23 $ and I don't know how could I get rid of it !!

You should be able to buy a $0.99c song with the balance and pay the remainder on a linked credit card. It should deplete the balance and take $0.76c from the credit card.
