Wasn't that ability removed in Tiger?

No. Intel Macs can't use Classic without 3rd party software (Sheep Shaver) PowerPC Macs can still use Classic within Tiger. In fact it had several features over Panther so wasn't just a lazy update.

Doesn't look like it's made it to Leopard though:
