Apple did this in a 'weird' way in my opinion. When setting the alert for a new event, I (and I think a lot of folks) would either choose "5 minutes before" or "On time of event". The issue arises when you realize that second option doesn't exist. There's all sorts of options for when the alert can happen, except that one. There is however "On date of event" which is kind of misleading in my opinion, as when it's chosen the alert goes off "On time of event". The date is the day, not the time on the clock, that and I think it should be at the top of the list of options also. This is an issue and it needs some careful attention.
