forcing black borders like a virtual bezel?

I've got a mini on the way that I'm going to hook up to my HDTV via DVI-> HDMI. I've done this before with my MacBook, but the TV does not display the whole screen. Basically the menu bar is off the top of the screen. The mini will be hooked up to the TV all the time. It won't really be used as a computer, but it will be occasionally. Is there anyway to have the OS confine itself to a slightly smaller screen size so that the menu bar is visible?

Have you tried looking at the preferences and changing the resolution of the screen? It may help. Computers aren't really "set up" to work with TV's right away.
