I recently purchased a Mac Mini with 2.26 GHz CPU and 4 GB of Ram. Is this enough to drive an Apple 30-Inch Cinema HD Display? Will I get the full benefit of the Cinema HD Display?

Yes, it supports that display but you need to get the Mini-displayport to dual-link DVI adaptor.
Even more interesting is that contrary to what was said about the new Mini before, it actually does support dual displays:

This pretty much takes away the iMac's only real-world advantage over it and you can buy matching displays.

Note that there were negative reviews regarding the dual-link DVI adaptor.
