I have a .cdr file that I need to burn to DVD. Unfortunately it gives me the option of using Disk Utility to burn this and that won't work properly. Are there other programs that will burn a .cdr file to DVD?

If Disk Utility does not work, then you have a problem that you need to address.

Try renaming it to .iso and see if it mounts. If not, it may not be an image file but something like a CorelDraw file. If you open the file in a Hex editor like HexFiend, you can check the file header.
