Parental time control or monitoring

I am looking for a means by which I can either restrict or monitor an iPhone?s use. For example, after 10 pm, the use of Safari is not permitted?sort of like the Parental Controls on a Mac. Anybody know of any solutions for this? I see where there are applications which will filter web content, but I?m less interested in that and more interested in preventing its use altogether.
