How, exactly, does the ignore user feature of this system work? I have placed a particular user on my ignore list yet his posts still show up in the threads. What's the use of the feature if I still have to look at his ridiculous posts?

Something's wrong. Putting someone on your ignore list should allow you to still see that they've posted, but not the body of their post.
Double check to make sure that you got the user name exactly right, and save the changes when you leave your user control panel.
