The ATT microcell- why not let it be open for everyone?

Here is something I don't understand- lots and lots of iphones being used in NY and San Fran. PEople walk the streets, drop calls, in offices, etc. Why not allow people to install the microcell as being open for use by ANY iphone user, and in doing so, allow the account it is attached to to belong to a special "club" of macrocell-sharing users who then get to roam on anyone else's microcell?



Kind of like the perpetually not actually used fonera thing for wifi.



And- If you install one, ATT could knock 10% of your bill.



I don't know- I guess there are other issues. Bt I do know that if I had that incentive, I would get one at my house and one at my office, put the one at my office on my wife's account, the one at my home on my account, and know that where ever I went I would be jumping on to the macrocells if the were available, giving me a better signal.



Think about stores and offices at ground level on busy streets, the increase in coverage in doors, etc.



Anyone have thoughts on this?
