The digitizer so long as the tablet could run Photoshop. If it's just an iphone OS then I guess just a decent paint program will have to do but it would still need to transfer the images easily to a proper Mac.
If it could act as an external screen for the Mac then that problem is largely solved (especially if it's direct 802.11n wifi no router).
A 12" Cintiq is already at least $1000 and it's just a screen and is not very convenient to connect - it has a box with a power supply, a display cable and a USB cable. A standalone battery-based tablet is perfect.
