I have Safari open at startup. Safari does open, but it does not open a window. How do i fix this? Seems kind of dumb move from apple.

I'm gonna guess you have the box checked to "hide" the app when it opens at startup.
(In the same Preferences Pane where you set it to be a start-up app.)
