Re: FBI/CIA knew of plot before 9/11
In a pre September 11th America, the general public could not imagine this kind of thing happening to the United States. Most likely even the CIA/FBI couldn't have predicted an attack of such a grate magnitude.
What would have resulted from the government going around closing airports and issuing warnings? Simple. The puiblic and media would be saying that Bush was simply "crying wolf." Furthermore, this would have been seen as Bush just trying to justify his increased military spending plan, and to prove that as he said in his campaign, terrorism threatened America. The media and the public wouldn't have bought it and would turn against the government for inconveniencing them. Could you just imagine the uproar over increased security and armed guards at airports?!?!?!
