The Norton AV might be blocking the connection with a firewall. You can experiment with disabling the firewall first to see if the connection works. If so, you need to allow the Remote Desktop to get through in the Norton software. You should also check your router settings and Ip addresses if you are trying to do Remote Desktop outside your internal network.
