Iphone 4 on ATT suspend can it be used as an Ipod Touch

Plan on utilizing the ATT option for "Reduced Rate Suspend (RRS)" while I am in Europe. ATT will charge me $10 a month for up to six months. The key concern for me is whether or not I will be able to use my Iphone as I might an Ipod touch while I am in Europe.

Some have suggested that I simply keep the Iphone in "Airplane" mode or remove the SIM card and I will be able to use it as an Ipod Touch. Others suggest that ATT "bricks" the Iphone when it is in the "Reduced Rate Suspend" modality. Is this true? Obviously, I want to be able to access wifi hot spots while in Europe.

Does anyone know what will work? Has anyone tried the RRS option and subsequently been able to use it as an Ipod Touch?

Thanks
