Why do you assume that Apple has not done anything?

More importantly, why would Apple do anything considering these stores are supposedly selling legit products?

If the operators of the fake Apple Stores are doing business in Apple's name without authorization, then it is very serious. No company can allow that to continue. Rest assured that Apple is doing everything that it can to put an end to it.

Apple would do something because they're outside the law as well as Apple's partner relationships.
