Haven't been an Apple user, but want to get my wife an iPad. Looking on eBay and saw a 16 GB, wifi-only, go for over $800 and all 16 GB wifi-only are $500 plus. Per Apple webstore, I can buy one for $499 and ships in 1-3 days...why would I buy on eBay??? What am I missing

If you live in a place where iPads are not yet available then ebay *might* be a reasonable alternative. Otherwise not so much (pretty much the same as anything else on ebay nowadays).

I see a number of 16 gb wi-fi only models on ebay for under retail price. One other reason besides the one mentioned above that one would go for over retail is if it is jailbroken.

It could be international purchasers or those buying to sell on the grey market outside the US.

Buy on the Apple web store. I wouldn't trust eBay for iPads or iPhones right now. Macs, maybe.
