Increased data speeds for iPhone 4s on T-Mobile?

According the the tech specs, the iPhone 4s data speeds increased to 14.4 Mbps HSPA . Does this increased HSPA improve data speeds for an iPhone 4s on T-Mobile's network? Or will data speeds for the iPhone on T-Mobile still be just... as... slow??

No 1700MHz band. No T-Mobile 3G.
