It's perfectly normal on Mac OS X for certain scripts to be run regularly without your knowledge. Most UNIXs do this; they are called cron jobs. This particular script is located at "/etc/weekly" and as you pointed out will run once a week.
However, I don't understand why you are getting messages about it in your Mail.app. Normally the output simply goes into the console or a log file...
Locate (or slocate) indexes stuff so when you search for things using locate it finds them faster. You can disable it if you want, as you don't use the command line to find stuff.

And i know what locate is, and I do use it.
But the point is that the output i posted abowe isn't right. And I can't really figure out what's wrong.
The correct output should be:
