Limited users in OS 9

I've got OS 9.2 installed on one computer. I want to create a limited user that can only run the apps I select. No problem under Multiple Users config. The problem is, the user can not access (read/write) to a second hard drive in this Mac. So I logged in as the owner and set the file sharing permissions to the drive for everyone, still no dice. What I need to do is keep the limited user, but allow access to the second hard drive. What can i do?
