iCloud doesn't work on my PC with Windows 7

I have downloaded iCloud control panel for Windows but it won't open. I am running Windows 7, and after installation I can find iCloud in my Control Panel and the login window opens, but after I log in nothing happens and eventually it times out. What am I doing wrong?

    Does it give you any error popups or show up any problems in the logs?

    I kid!

    ... have you tried uninstalling and re-installing? ... otherwise there's got to be an installation log, or start-up log somewhere that would give more information about why it's failing to start ... would tell which process is causing it to hang.
