What is optimized when 'Optimizing System Performance'?

You know the phrase. You see it often when using an installer that utilizes the Mac's own Installer. After writing files here and there, you get the message optimizing system performance. What happens in this period? Defragmenting of the drive? (that's the best I can come up with...).

I don't know everything it's doing, but I suspect a lot of it is prebinding. Establishing pathways between everything so that OS X doesn't have to create pathways from scratch every time you request a directory or file.
