I'm pretty sure you can, but you need to pay the yearly fee to upgrade it (your Yahoo account). Doublecheck before signing up. It's something like $10 a year. I don't remember.
So the answer is: yes you can, but you will have to pay for it. Yahoo charges for their POP3 service, which is what you want. There are, however, other sites providing free POP3-accounts. You should ask around.
