Menu Bar will not appear

When I have a application running and I move the cursor up to the top to reveal the menu bar it will not appear.  I tried a trial version of air parrot and after that this happened.


I deleted airparrot and the problem persists.  Can someone please help me through this.  I just loaded mountain lion prior to this event.
