If it is a machine that you are connected to you can shut it down using AppleScripts, but you have to have Remote AppleScripts enabled on the machine that you are trying to shutdown (In the Network Prefs I believe), and it's tricky. I did it once, but I shutdown the computer I was working on about 5 times before I did it right. All I remember about it is that it was hard.

What is it you are trying to achieve?
If this is something you are trying to do on a regular basis I think you'll want a hardware control.
