does it matter what country you buy an unlocked iPhone in??

My son is attending university in the UK and wants to buy an iPhone that he can use there for 9 months of the year and use here in US for 2-3 months of the year.


 


An unlocked iPhone 4S 16 GB on the Apple US site is $549+tax. The same unlocked phone on the Apple UK site is 449 pounds ($732).


 


Obviously the price difference is substantial, but does it make more sense for him to buy in UK since he will be there most of the time, or is an unlocked phone an unlocked phone so it wouldn't matter where he bought it, i.e. he could buy a SIM for either country?


 


He could get a UK prepaid SIM card thru O3 for 15 pounds/month (3,000 texts, 300 minutes, unlimited data) and I assume keeps the same number every month (I think I read someplace that if you do prepaid in the US and don't use all of the time, then you get assigned a new phone number, which would probably be a pain).


 


Other question would be any benefit to buying iPhone 5 in this situation (living overseas) instead?
