Mac mini spinning ball

I have just purchased a 2.5 ghz mac mini and find that it is constantly ether showing a spinning ball or lagging when opening say safari I am running 10.8.2 and have 4gb of ramwhich shows


1.10 gb wired


1.23 active


1.o18mb inactive


694 mb free


I find that even with just say photoshop elements open it manages a spinning ball is this how it should be and has anybody else had these issues

    Start it up in safe mode by holding shift while booting to clear all your caches out. Reboot after that and see if you have the same issues.

    Check the console log in /Applications/Utilities/Console to see if anything is dumping error messages in there and try running a hard drive check with Disk Utility (also in the utilities folder) to see if that's showing any problems.
