Do apple allow website to be a iTunes Store re-seller?

I'm creating a website and one of the features I'd like to include is the ability for premium members to be able to buy songs, apps etc. through the Apple iTunes store, so some form of integration where I refer business to Apple, and maybe the consumer gets a small discount from their purchase. Does anyone know if Apple does this? Thanks

    Not the discount but there are companies like linkshare that give you a same referral payment
