If Apple gets the bandwith up on Airport, will current users be able to take advantage of it by replacing cards, or will everyone have to buy new basestations to get the higher bandwith?

Technically, the first is possible, because if you crack open a base station it has one of the same WaveLAN cards that everything else uses.
If you're not into disassembling your base stations, though, you'll probably have to buy a new one.
There's a chance, too, that the new AirPort will require new Macs, rather than just new cards, but I hope not.
