iCloud not updating

I just spent 5 hours with tech support trying to resolve an iCloud update--it hasn't updated since May. I get repeated nuisance texts that iCloud hasn't been updated, and even now with the fix it's doubtful that the problem is resolved.  Has anyone else had this issue and is Apple addressing the problem--appears to me since  the last IOS upgrade I've gotten nothing but trouble.

    First thing's first: basics.

    1) What devices are you using?
    2) What software are they each running?
    3) Have you tried a simple log out on all devices at once and then logging back in one by one?
