Overscan video out on iBook+Jag

Is it possible to 'overscan' (bump up the NTSC output resolution) on the video-out on an iBook.

When I look at it on my TV there are black borders around the image. I think in OS9 (I deleted mine so I cant check) you could select to overscan so the image would properly fill the screen. NTSC is an overscan medium where the whole picture never 'fits exactly'. My sisters sony TV had a setting that accomplished this but my Toshiba flatscreen does not.

I wonder if anyone knows a utitility, or a CLI trick from the terminal, or voodoo-chicken-sacrifice-with-hot-tongs that facilitates this for OSX.
