My iphone 4s is frozen with an image of a charger with an arrow pointing to iTunes icon since attempt to install update ios 7.04. Does not reset if I turn the phone off and back on.
You need to plug it into a computer with iTunes (with internet connection)... any will do, it doesn't HAVE to be yours.
No, you're not SUPPOSED to need a computer to update an iOS device, but when something goes wrong that will usually allow it to recover without going to an Apple Store.
