Safari seems to ignore /etc/hosts file

Safari on Mavericks doesn't respect my /etc/hosts file. For example, even if I have an entry

 

127.0.0.1 www.facebook.com

 

Safari will nonetheless load the facebook site when I navigate to www.facebook.com. The same thing happens if I try to route www.youtube.com to 127.0.0.1. Emptying caches doesn't seem to help. I don't understand how Safari is resolving those hostnames. My /etc/hosts file appears to be configured correctly because both Chrome and the ping command-line tool resolve www.facebook.com to 127.0.0.1. Similarly, "curl www.facebook.com" correctly returns no data. Does anyone else see this behavior?
