Iphoto for ipad not displaying all photos

Iphoto on my ipad is displaying a tiny portion of the photos in the photos app on the device. Apple says by default the iphoto app pulls in all the photos from the native photos app. I have iphoto on my iPhone and that is the case. But not on the ipad. I tried deleting the app completely and reinstalling it, but the exact same photos are displayed. I am on ios 7.1?
