iPhoto Shipping costs

Does anybody know how shipping costs are figured for iPhot prints Is it a per picture fee, or is it a base and then per picture, or just flat, or what? I put in a quantity of 2 4x6's which are free because I just signed up for 1-click, and shipping was $2.99. Do they really nail you that badly, or is that just because the number of pictures was so low? I mean, 4x6 prints are only $.49, but $2.99 is like $1.50 per print shipping, that's crazy. Anyway, right, is it a better deal if you get more pics? Anyone that knows how the rates are figured, please let me know.
