iPod Shuffle volume going down

in iPod + iTunes + AppleTV edited September 2014

My volume is going down and cannot be adjusted... It is so low that I can hardly hear it and is useless... Is there anyway to troubleshoot what is going on with the volume control... I have checked the settings through iTunes and the limit volume is not checked and all of the way up.
