Microsoft Licensing-Auditing schemes

I remember reading generally about MS's newest licensing schemes, where every computer on a University is required to own an XP license, even if it's a Mac, and that has been a big incentive for institutions to switch to other platforms (Linux and Mac). Anyone got the whole low-down on what it is exactly, and who is required to do it?
