iOS 9.2 Siri Suggestions

if anyone is able to help to understand Siri Suggestions 

Can someone explain if Siri suggestions works on what I do on my ipad plus my iphone, why I got suggested on contacts I did not use for couple of weeks, neither txt, phone call or contact them in any other applications, instead contacts I recently use are not suggested.
