Geekbench 3 showing iPad Mini 4 CPU at 1.295 GHz, instead of 1.5 GHz?

Anyone else noticed that Geekbench 3 reports all of the iPad Mini 4 CPU speeds at approx. 1.295 GHz, instead of the supposed 1.5 GHz for the A8 CPU?    The A7 reports correctly for the iPad Mini (retina), iPad Air, iPhone 5S, etc.  The A8X reports properly for the iPad Air 2. A9X is reported correctly for the iPad Pro 12.9". 

Is Apple not really running the A8 in the iPad Mini 4 at 1.5 GHz?
