An iPhone doesn’t need iCloud or even an old iTunes account to function. You just lose the ability to sync across devices or purchase from Apple’s stores.
iCloud’s free, though. Just sign up for an e-mail and it serves as your iTunes account, too. Or if you have an iTunes account already, keep ‘em separate (Apple really needs to tell the content creators to go fuck themselves and let people merge accounts...) and use your old iTunes account for the stores and iCloud just for syncing.
Remove an iOS device or Apple Watch you no longer have. Go to Find My iPhone on iCloud.com. Click All Devices, then select the device. Click Erase [device], then enter your Apple ID password or your family member's Apple ID password. When the device is erased, click Remove from Account.
