Only programs open are Safari and Skype.
Activity Monitor reports 5% to 10% CPU usage.
Laptop is very warm. Almost uncomfortable to rest my palms on it

Check the vents aren't being blocked too (in front of the display hinge and the bottom sides). If the laptop is resting on bedcovers for example, the vents might be getting blocked. You can also check the fans are working ok by stressing the CPU. Open /Applications/Utilities/Terminal and type:
for i in {1..4}; do yes > /dev/null & done
Then hit return. That will run 4 processes at full CPU (the 4 is for the number of CPU threads, not physical cores so 15" needs 1..8). Leave it for a while and listen to see if the fan kicks in. Your model only has a single fan on the right, the touchbar model has two.
To stop the CPU again, type in the terminal:
killall yes
or you can kill the processes in Activity Monitor.
