Remove hide/show menu bar delay in Sierra.

All I've been able to find so far is...
defaults write "Apple Global Domain" com.apple.springing.delay -int 0

But it has no effect. I've got the Dock to hide/show instantly as per easy to find terminal commands. Surely it's possible? With a delay the feature is basically useless.
