App to aid with visually organising my iPad apps.

I've looked and looked but have yet to locate an app for iOS or OSX which visually displays all my iPad apps in a way that I can tag/label them, move them about from folder to folder without having to scroll through several screens. Yep, I'd like the equivalent of an iOS Finder app. Does such a beast exist?
