Usage of NFC functionality

Will the new NFC rules allow an app to run in the background and then periodically wake itself up, look for a NFC chip nearby and then report it if found it or not, then go back into a non active state??  The issue in the past, as I understand it, was that Apple would not allow the NFC app to wake up periodically and perform a function that the end user was not award of.
