Moved: Will Steve keynote at Seybold?
Apple is already listed as an exhibitor (Booth 901) and their is still a missing slot for keynotes, one is still open 9:00 - 10:30 Sept 10th, the first day of expo. See:

While I, like everyone here have heard of Mid-Aug dates for towers, I would think Seybold is a possibility too.

Seybold and Apple Expo (Paris) almost entirely overlap each other:
Apple Expo: Sept. 10 - 14
Seybold: Sept. 9 - 12
And no <a href="http://www.apple-expo.com/uk/keynote/index.html"; target="_blank">keynote speaker</a> has been set for Apple Expo either. (As of Friday it just said "Coming Soon" but now gives location and time, but not who).
My bet is on Paris. Steve's been there twice before, he'll be so again.
