Data transfer migration errors

I have a new iPad Air 256gb and an iPad (4th gen 2018, I believe) 32gb. I spent all day trying to migrate to the new iPad Air. I tried rebooting, updating iOS to 14.3, plugging into AC. No matter what I did, I got the following error: “unable to complete data transfer.”

I called Apple support earlier today. The person suggested I back up to iCloud and manually migrate from there. Still erroring out.

Any suggestions?
