Browising My LAN in OS X...

Questions abut using the OS X's Network Browser tool ("Connect to Server")

1) When I "Connect to Server" and look at the "Local" section on my LAN, I see Macs and PCs, of the Macs I see, ONLY servers, (or users with File Sharing on) are seen. Which makes sense. BUT..

When I "Connect to Server" in OS X and look at the workgroup(s) section on my LAN I see EVERY PC, even though they don't have file or print sharing on? It's confusing to my OS X users.

2) Also, Does the "Local" part of the "Connect to Server" show computers based on on my physical subnet or is it based on DNS? I'm not sure I understand the definition of "Local" when browsing my LAN...

If your users feel confused, on every Mac make aliases for other machines' shared folders so that they don't "Connect to Server". It's very easy to double-click an alias.
